To a large dutch oven add the oil over medium heat. Once hot add the chicken, pepper, salt, diced onion, and minced garlic stir well and let the chicken cook for 5-7 minutes (It doesn't need to be completely cooked through at this point).
Add in the rinsed rice, broth, and water stir well and let simmer covered for 10 minutes stirring occasionally.
Add in the broccoli cover and continue to let simmer stirring occasionally until the rice is tender.
Stir in the milk and 1 cup of the cheese sprinkle the top with the remaining cheese. Place in the oven uncovered to bake for 15 minutes. NOTE: If your dutch oven/pot isn't oven safe transfer to aa oven safe casserole dish and bake it in there. Enjoy!
