In a medium-sized bowl, combine the beef and the flour. Stir to coat the beef in the flour.
In a Dutch oven or large pot over medium heat, add the oil. Once hot, add in the beef and sear on all sides.
Add in the seasoning packet and 3 cups of water. Scrape the bits off the bottom of the pan. Bring to a boil, drop to a simmer, and let simmer, covered, for 45 minutes. Stir occasionally.
Add the chopped vegetables to the pot and stir well. Simmer, covered, for an additional 30 minutes, or until the vegetables and meat are tender. Enjoy!
